In July 2021 the Quality of Plan Submittals Task Force (QPSTF) was formed to address concerns surrounding the submittal process for obtaining permits. The submittal process can vary amongst public agencies, and this guide strives to assist with the process by offering best practices to make the submittal process more efficient and effective. Nevada enjoys a reputation of being friendly to development and building. The best practices in the Guide are intended to illustrate ways that public agencies can better serve their constituents and ways that professionals can serve their clients. The best practices in this Guide are organized around improving communication and standardizing the submittal process. Each best practice details the benefits and challenges and includes recommendations for implementing them. The best practices seek to improve predictability, efficiency, timeliness, and quality.
